Terms of Reference:
- Revisit the language policy, recognizing the role of English at all levels of education.
- Work out the modalities for introducing English as a language at the primary level.
- Set up a national programme to produce English teachers (approximately 600,000) in 5-6 years.
- Examine any other issues that may be relevant in this context.
