Terms of Reference:
- Design, develop and integrate an end to end electronic health care informatics network framework in India to improve public health, health research and the delivery of health care.
- Architecture and design of all tier (infrastructure, transactions, warehousing and Web services) based Indian health information network.
- Define the systems needed to support public health, health research and health care delivery
- Identify standards necessary for India and comply with international standards and its implementation.
- Define integration requirements with legacy systems, enterprise systems and global systems from end to end scalability and harmonization framework.
- Establish open source, open architecture, tools and components that support standards-based development and operations of the healthcare systems.
- Ensure systems interoperability across all platforms and mediums.
- Assess potential privacy and security issues and set up guidelines for its compliance.
- Develop methods of certification and accreditation process for all healthcare stallholders.
- Develop several fast track prototypes and pilots that validate the framework.
- Establish criteria to evaluate features and functionality of the system
- Develop the program implementation plan
- Develop business and financial model that provide convergence of public and private sector and associated roles and responsibilities.
- Identify potential risks and provide necessary mitigation strategy
