Terms of Reference:
  1. Design, develop and integrate an end to end electronic health care informatics network framework in India to improve public health, health research and the delivery of health care.
  2. Architecture and design of all tier (infrastructure, transactions, warehousing and Web services) based Indian health information network.
  3. Define the systems needed to support public health, health research and health care delivery
  4. Identify standards necessary for India and comply with international standards and its implementation.
  5. Define integration requirements with legacy systems, enterprise systems and global systems from end to end scalability and harmonization framework.
  6. Establish open source, open architecture, tools and components that support standards-based development and operations of the healthcare systems.
  7. Ensure systems interoperability across all platforms and mediums.
  8. Assess potential privacy and security issues and set up guidelines for its compliance.
  9. Develop methods of certification and accreditation process for all healthcare stallholders.
  10. Develop several fast track prototypes and pilots that validate the framework.
  11. Establish criteria to evaluate features and functionality of the system
  12. Develop the program implementation plan
  13. Develop business and financial model that provide convergence of public and private sector and associated roles and responsibilities.
  14. Identify potential risks and provide necessary mitigation strategy
