Terms of Reference:
- Identify those norms of ICAR which seem to insulate and rigidify its institutions, and inhibit closer interaction across universities, research labs and extension agencies.
- Devise a program to expand the scope and expertise of extension workers to enable them to provide an integrated range of services, incorporating local and indigenous knowledge, market information systems, credit and labour market knowledge, etc.
- Examine current initiatives like Agricultural Technology Management Agency (ATMA) and consider how to bring about more a more decentralized, participatory and locally responsive system of extension.
- Evaluate and provide suggestions for amending and updating the curricula of agricultural universities, and examinations for recruitment by the same.
- Attempt to restructure the system of incentives in the National Agricultural Research System, and bring in assessment methods and incentives that are beyond the existing system of evaluation based on publications and promotions.
- Enhance the capacity of public sector R&D to play a regulatory (monitoring and evaluation) role – of itself and of private R&D in agriculture and allied sectors
- Consider various institutional changes designed to make the extension system more effective, including moving from the current approach of “meeting targets” to a more flexible and responsive system, and providing for replication of successful models, with appropriate consideration of local conditions.
- Create a national knowledge bank for high-potential crops which is web-enabled and available to all.
- Look at various recommendations placed by previous commissions, especially the National Commission on Farmers, and enlist the immediate, mid term and long term achievable milestones and strategies for implementation
- Consider the implications of the Indo-US Agriculture Knowledge
