২০০৬-এর ১০ই অক্টোবর এই বিষয়ে যাদের দায়বদ্ধতা আছে তাদের নিয়ে একটা কার্যশালার আয়োজন করা হয়েছিল যার উদ্দেশ্য ছিল সমস্ত বিশ্ববিদ্যালয়, গবেষণা ও পদার্থ নির্মাণ (R & D) সংস্থাগুলি; বিজ্ঞান ও প্রযুক্তিবিদ্যার চর্চায় নিয়োজিত সমস্ত প্রতিষ্ঠান, স্বাস্থ্য পরিষেবা কেন্দ্রগুলি; কৃষি গবেষণা ও বিস্তার শিক্ষায় নিয়োজিত সব সংস্থা ও দেশের লাইব্রেরীগুলির মধ্যে নেটওয়ার্কের নক্সা করে একটা সুদক্ষ এবং স্বল্পমূল্যে উচ্চমানের ও তীব্রগতির সঞ্চার সংযোগ স্থাপন (যাতে সম্ভবতঃ থাকবে কয়েক হাজার শাখা প্রশাখা) ও যার ন্যূনতম গতি হবে ১০০ এম.বি.পি.এস.)৷ এই প্রস্তাবিত নেটওয়ার্কের স্থাপত্য কি হবে অথবা এর প্রাত্যহিক সঞ্চালনের জন্য কেমন সংগঠনিক ধাঁচার দরকার অথবা এর সম্ভাব্য প্রয়োগ কতো ধরনের হতে পারে, তাই ছিল এই কার্যশালার বিচার্য বিষয়৷
